About Us
Re-Birth Community Outreach Initiative (RCOI) is a nonprofit organization based in Houston, Texas, dedicated to helping underserved individuals and families break cycles of poverty, incarceration, and instability. What began as grassroots acts of service and community care in 2020 formally became Re-Birth Community Outreach Initiative in 2024. Founded by Apostle Shantay Ligons, RCOI was established with a clear purpose: to move beyond temporary relief and deliver programs that create lasting, transformative change.
We provide holistic, compassionate programs that address real-life needs, including: housing stability, workforce readiness, financial literacy, digital access, youth development, and wellness. Whether you’re returning home after incarceration or working to create a better future for your family, we’re here to walk with you every step of the way.
